HIPAA is the US framework governing how sensitive health information must be protected. It's a useful shorthand for "held to a genuinely high bar," because the practices it demands — careful handling, strict access, strong protection of data at rest — are rigorous by design. When Audry says the top data tier is held to HIPAA-level security, it means the storage of your long-term analytics data is built to that caliber of standard, on purpose, rather than to whatever the bare minimum happens to be.
